You certainly need to have your own domain name on the long run, like satish.com or satishmsk.co.uk or mobilephones.info. The most important requirement is that nobody else uses it already. It has to be unique.
It might be possible to start on a small scale with your own ISP. The services they offer, or course, are different for each one, so you'll have to contact them. Most offer the opportunity to have your own homepage for free, but you'll have to accept an address like www.home.yourprovider.com/~satish and on the long run you might not like that. But it's quite possible they will host satish.info also for a small fee. If not, you've got to find a different hosting provider.
And you'll have to decide on the features you want. Do you need support for php and your own MySQL database, for example? Not all ISP's will offer this in all their packages. And the price may vary with the amount of disk space you need and the amount of traffic your site generates. If you become as big as google, you'll need some 500.000 servers to run it, and that will cost you a lot of money! Just a small site with a small number of visitors is rather cheap.
There's no universal package. You'll have to find a suitable ISP yourself.
