In another newspaper front page article today Gov. Perry's (R) made his ninth Republican Party of Texas address:
"Perry clearly grabbed delegates' attention when he shifted his focus to the southern border's porous security, which he said represents "the greatest threat to our future."
The governor criticized the Bush administration for cutting Texas' homeland security funding by 31 percent despite what he called a growing threat that terrorists and drug traffickers will enter from Mexico.
"That is exactly why Texas is not waiting on Washington before we act," Perry said.
The governor said he decided to direct National Guard troops to the border six months before President Bush called for it and said he'll ask the Legislature next year for $100 million to cover state trooper strike teams, helicopters, covert surveillance units and similar tools.
Legal immigrants who contribute to society deserve a welcome, he said, but "allowing those who break the rules to get legal status ahead of those who follow them is wrong and is why I oppose amnesty."
Delegates also stood to applaud Perry's declaration that "Texas will start requiring every Medicaid applicant to verify that they are in the country legally in order to receive benefits."
