When speed testing, stick to tests that are in your country unless you want an idea of international speeds which some really are upset you are soaking a finite research.
So how do you know if you are NEAR or FAR testing?

I have tried CNet's speed checker on two occasions. In each case it reported a download speed of about 3Mbps. Since even web pages with heavy picture content download on a second or two I do not believe this. Two other speed checkers report download speeds between 51 and 54Mbps with upload at 8.4Mbps. Why is CNet so different? I live near London, England.
