Web site connections not working.

This problem has everyone here scratching their heads.
I'm running XP Home
version 5.1.2600 SP 2 Build 2600
System Manufacturer NVIDA
System Model AWRDACPI
System Type X86-based PC
Processor x86 Family 15 Model 43 stepping 1 AuthenticAMD ~2412 Mhz

I live in New Zealand.

I am on Broadband through an ADSL Ethernet Router and this is the second router I have used. The first one was a wireless Belken.
I have recently upgraded the processor but was having the same problem with the last one. My partner is on the same router as I and has an entirely different computer and she is having the same problem with the same web sites. I have also found that other people on different IP's also can't reach these sites but a few can. One on the same IP I'm using but on a fiber cable connection can.
The IT's at my IP can access the sites.
This is an intermittent problem, it seems, as I was able to access the site after working with an IT at one of the sites for several hours and resetting the router several times along with checking every setting I had on the computer. Seems to me it only started working after he watched me trying to connect to his site.
The first site is my Bank in the states and that is the one I worked with the banks IT on and it worked for about 5 weeks then I couldn't access it anymore even though I had made absolutely no changes on either computer.This site is http// and redirects to a https for log on. I do not get that far.I have both IE 7(just upgraded from previous version)and Mozilla Firefox 2.0 (just upgraded). IE7 says it can't display the page and Firefox shows waiting and 4 1/2 bars on progress and just sits there. Sometime it shows done with the https web site at the top but with a blank page. The previous versions of both browsers did the same thing.
I have been able to get to other bank sites in the US and New Zealand with no problems.
The other site I can't reach is and it's just a regular site not a https site.
These are the only ones that I know of at this time.
Can anyone help me on this problem?

First confirm in internet properties, advanced tab, that you have checked Use SSL 2.0 and 3.0 when you can't access https sites. The problem may also lie in the use of Hosts files that are not kept current. Google it for more. Try flushing your DNS cache from a command prompt by typing, ipconfig /flushdns and hit enter. Also delete all temp Internet files by typing %temp% in the Run dialog box, hitting enter and deleting all it finds.

I tried everything except the bit about the host files. Not sure what you mean there.
