Web Pages - Microsoft Web Expressions or Adobe Dream Weaver?

I have been using Microsoft Front Page for designing web pages for several years now and find it a fantastic WYSIWYG program. Unfortunately they discontinued the program now and it has been replaced by Microsoft Web Impressions which is kind of expensive for the average user -- $400 range. There is a Microsoft Web Impressions Upgrade program which claims it can upgrade from previous versions of Front Page, but since I've already upgraded my Front Page once, I'm not sure if it will work. Does anyone know if it will? The upgrade version is only about $130 and I understand it's FANTASTIC and also strips out the annoying Microsoft codes from older Front Pages.

Some people have told me Adobe's Dream Weaver is better but I'm not sure if that's just because they just don't care for Microsoft products or whether it actually is better. Has anyone here tried both, and if so, which would you recommend? Even if you've just tried one, what did you like or NOT like about it?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
