Web graphics questions

What are Meshes, and how are they created? Are they a type of 3D image? What type of software to you need to create them?

As far as 3D is concerned - let's say you create a circle but you don't want a perfect circle shape - you want to edit it - turning it into a mesh will create edit points that let you tweak/edit the circle to make it any kind of shape you want.
