Warning about Start Up Programs

I get this message every time I start my computer and at other times, it says click here to analyze start-up programs, etc. I don't want to get this message anymore. It's very annoying. Can someone tell me how to disable it?

The message just says it is blocking programs that need permission. Then when I click on the icon in the tray, there is an option to "show or removed blocked start up programs".

When I open this window, all the programs that appear in the window are marked as permitted. Even if I wanted to not permit them, there's no option for me to deny. So the box or warning is basically useless.

This is a part of "Windows Defender".

My OS is Vista Home Premium. HP Pavillion Laptop.
