want to buy best Motherboard-Processor combination

I want to buy best performing Motherboard-Processor combination for my personal home use..
My basic requirements are:
for
1)Programming
2)500GB HDD use
3)Full HD video Playback
4)Fast USB access
5)Little Gaming
6)Should support Windows 7/8
7)should support 5.1/7.1 ch sound system
Coolless power consumption
and final
9)should not cost more than 10000RS

please suggest me a good combination of motherboard-processor which will at-least match my above requirements...Thank You!

Gaming and low power don't work. I see gamers fit 1,000 and more Watt power supplies to drive the graphics.

high-efficiency PSU. It will use the least electricity to actually run your system. Cheap PSUs are built with inexpensive, inefficient components that cost less upfront but cost you more in the long run by using more electricity per watt delivered.

Your system could run on 4GBs but RAM is so vital and so inexpensive I'd go with 8GBs.
