Want Player that recalls stopping pt after powered off/on

For playing back recorded radio talk shows:
Want MP3 player/recorder that allows stopping a long recording being played & restarting there after having been turned off (for days).
Best with a FastFwd button that does so in 30 to 45 second intervals with each push to easily advance thru pesky commercials(!).

A Player will do, but a recorder even better if I could schedule recordings from a timer or one that goes to record mode when powered up frm an external power pack (that would be on a timer - like old Audio cassette decks..)

Another related need would be an app, on the pc that records to MP3 frm streaming audio (radio station broadcast) that can be scheduled to record.

FYI: Been using 1980's era cass. tape recorders & walkmans to enjoy recorded radio shows but hope MP3 technology can handle this
