W98SE Shutdown Hang

My system proceeds to the screen that says "Windows is now shutting down" and stays there. What to do? what to do?

I have good news and bad news to report. My system no longer hangs where it was hanging before; unfortunately, it goes into an instant restart even when I choose the 'shutdown' option. Changing the Exit Windows sound scheme to the default setting caused the status flip-flop.

I think that was noted as a possible issue. I often change the startup and shutdown sound to "none."
