"why sometimes when I shutdown Windows in 98SE it shuts down immediately, which I think is normal. Sometimes I get the "Windows is shutting down" window and takes a while to shut down."
The simplest reason is that a network share or printer is being 'notified' of the impending shutdown/disconnect. Some software takes its time to exit.
Since you are getting a successful shutdown, I would not fix this.

I am curious as to why sometimes when I shutdown Windows in 98SE it shuts down immediately, which I think is normal. Sometimes I get the "Windows is shutting down" window and takes a while to shut down.
