They could be half right. Sometimes it uses UDP/IP There are too many protocols beyond TCP and UDP but VOIP is some data over IP.

I had a conversation recently with somebody about VOIP. I said that the protocol is part of TCP/IP and is transmitted over your network. He said TCP/IP is totally different.
Was I using the wrong terminology?
