Voice Recorder on Pocket PC not working

It seems that my voice recorder will no longer work even after I assign the buttons in Setup. All of the other button features work so I was wondering if maybe a file or driver. I get the message that a Error occured opening the shortcut or it cant locate the target file name. Do I need to reinstall Windows back into the IPAQ or can I just insert the missing file?
Any help would be greatly appreciated as I really use the voice recorder a lot.
