VMware, VirtualBox, DOSBox or PCem Emulator?

Which one is the best Windows emulator and also for Windows 9x games?

DOSBox isn't for Windows apps so that's a dead end. Same for PCem.

Since VMware costs I think VirtualBox is the answer here.

But i can't play old 3D Windows games in VMware in Windows 95/98 because there's no 3D-Acceleration only in XP or later.

Windows 95 and 98 works in DOSBox but many games doesn't work. PCem supports all old Windows OS.
