VLANS/subnets across a microwave network

I am looking for some feed back on a networking problem. I have a cisco switch in one city that is connected to exalt microwave gear that gear is connected wirelessly to another tower about 40 miles a way and goes into another cisco switch. There are many VLANS that pass over this microwave network for different purposes. VLAN 1 has a defined subnet while VLAN 211 does not. One of the switch's had its IP address accidentally changed on VLAN 211. VLAN 211 is tagged.

I am trying to regain access to it remotely by using a computer that is connected to the switch I can still talk to. I set the computer to have an alternate IP that is on the same subnet of the switch I am trying to gain access to. I made sure the port that computer is connected to has tagged VLAN 211. The microwave radios have VLANS disabled so they will pass any traffic and any VLAN.

I am still unable to ping the other switch and am looking for suggestions...

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
