I had the same issues and spent hours on the phone with Visio and my internet provider with no results.
I have Optimum Online and today I went on the Optimum site and changed my router settings to WEP (an older and less secure encryption) and put in a new password. The TV responded to a full reset and downloaded the apps no problem. I had to change the settings on every device in the house but the TV is back in business. YMMV but it worked for me. DW
