There. It's just a start but "Hello World" from code. I think many would find this too challenging but the answer is yes, we can.

Hello, I was wondering which program is better for website development; Microsoft's Visual Studio Ultimate or Microsoft's Expression Web 4? I am not completely sure if Visual Studio can even make websites, I just know that is has a website project option. Any advice is welcome, thank you in advance!

I think you might as well go with Expression Web. It's more for the user, while Visual Studio more for the developer.
