Visual clarity when surfing the net at different sites

I have Windows ME with - AMD Athelon processor - due to malicious script I lost my system and restored the system with enclosed CDs. - Things went well but I notice when visiting sites on the web images of people and objects sometimes look like they are drawn or painted - when I hit refresh for picture quality it clears up and and the image effect is normal like a picture rather than like a painting. For instance a woman standing there and her arm looks fake and colored then when I refresh picture quality it looks like a real arm with the skin looking natural.

I have roamed around but cannot figure out what is causing this and where I would go to change something whereever that might be.

Does anyone have any idea what this might be or where I would go to fix it or possibly experienced this before?
