Vista32 won't restart

Windows Vista Home Premium 32-bit will not restart in my Dell 530.
I have tried to correct the problem by starting up from the Windows
Vista CD-ROM, but still can't restart. Is there a way I can rectify
the problem short of wiping HDD and reinstalling everything?

Won't restart ?

What do ou mean by that ? Do you mean Vista won't start up when you switch on your computer ? If so, what actually happens ? [what you see on the screen ...lights.... what you hear...]
