Pull the sound card, use 1 stick of RAM and tell why such a low wattage power supply.

I am having trouble with Vista booting on my computer. The actual computer starts up and everything, and acts just like it's going to boot up, but after Vista's green status bar disappears, nothing happens for about a minute until a blue screen shows for about two seconds and the computer restarts. Here are my specs:
320GB 7200 RPM SATA Hitachi Hard Drive
2GB DDR2 RAM
Nvidia 8600 GTS Video Card
MSI P35 Neo2-FR LGA 775 Intel P35 ATX Intel Motherboard
Rosewill RV350 ATX 1.3 350W Power Supply
Creative Sound Blaster X-Fi XtremeGamer PCI Sound Card
Now I put this together myself after buying the parts off newegg. I did a new install of Vista on it, and it worked beautifully for about two weeks, after which I started having some problems with the CPU heating up too much and shutting the computer down. I finally fixed that, and once again my computer was working. That was yesterday.
Today, I was cleaning and my computer was on. I accidentally knocked the wall plug loose and shut the computer off, but I just left it off until I was done. When I tried to turn it back on, it wouldn't recognize that my wireless mouse or keyboard was connected (this was at the Vista user sign-in screen) and so I could do nothing but shut it off again. (I don't know if this is important or not)
When I tried to turn it back on, I started experiencing the problem I already described above, with it getting just to the green loading bar then nothing. There is also this strange, muted clicking I can hear (barely audible, two clicks about every seven seconds).
I put in my Windows install disk and tried to repair it, but it said it couldn't be automatically repaired. I've unplugged everything on the computer except for the mouse and keyboard. What could the problem be?
