Vista Start Menu (Urgent)

I have a friend who has Vista Basic. Recently the start menu was working fine and now it will not come up at all. When he presses the icon in the bottom left hand cornor a bell rings and that is all it does. No menu, programmes or anything. The only way to close his laptop is to hibernate the computer by folding down the monitor. He says he has not downloaded anything as of recent. Has had the system over 7 months and meets vista basic requirements.

Search and people have had problems - but not like this can anyone help!

Tried Turning It Off Completely Like This?

Open the computer, then press and HOLD the power button down for 15 seconds or so.. Windows should shut down completely..

Upon restart, if things don't work correctly, try restarting it again in "Safe Mode" and see if you can get it corrected from there.
