Vista dll Error between Start-up and log-in

I am receiving this error message between when Vista starts-up and before the login screen appears:

"The procedure entry point RasEnumConnectionsW culd not be located in the dynamic link library RASAPI32.dll"

I also get it before the login screen when I switch users.

I am connected via a router to my cable modem. Running Vista Home Pro. This just appeared in the last week and I haven't installed anything new. What is this error?

I also can not go back to a System Restore point to when this did not occur as Vista won't allow me to set restore points (which is whole other issue that I have to fix too).

Any thoughts?

Our dirty pirate showed up with this error. The Vista was a hack job and we had to ask him to leave (again.)

Next that system restore is actually telling. It is usually another sign of a damaged OS. Look to scanning the machine for malware.

Ran a malware detector and only came up with two browser cookies as being of any problem.

Which one? What antivirus are you using? Scans for cookies seem like looking for adware or spyware. That's not all.

Try a repair install of Vista (if such exists, it does for XP). And I assume that you have a legal version of Windows Vista, of course.

It was more spyware than anything...PC Tools Spyware Detector.

Running the latest McAfee Security (the whole sheebang)

Do have legal copy of Vista. So where do I find this re-instal feature?

1. Try this online scan (first) -> http://www.ewido.net/en/onlinescan/

2. Regarding system restore. It being damaged is not a good sign. I'd try the old disable and reenable trick first. Then retest. Typing VISTA REPAIR INSTALL at google.com finds that. But I'd start with the old standby of SFC /SCANNOW

This has something to do with dial-up connections and especially system settings for the Unicode characterset.

Apparently some startup program or service thinks it should call this routine, and apparently it can't find it. Something must have changed before this error appeared: a setting, a new version of this program or service or an incorrect version of the dll mentioned in the message.

I hope somebody else has better help for you.
