Vista CPU?

I'm running Vista on a Dell Inspiron 9100 with an Intel 4 at 2.8 Mhz. My Vista ratings are: CPU at 2.2, RAM is 4.0, graphics are 2.9, gaming grahics are 3.7, and hard disk is 4.2. I'm unhappy with the overall performance - Vista gets pretty sluggish. I'm thinking it's the CPU.

I plan to upgrade my system but don't want to go overboard. I'll probably go with 2Mb of RAM and add a Flash Readyboost. I'll also get a decent sized HD and game quality Video Card. So far I've just described about any new system out there. Except for the CPU. What's the real minimum (or should I say recommended?) CPU to get decent performance out of Vista?

Here's the real short rundown a happy Vista.

Any dual core CPU.
2GB RAM.
256MB video card.

Beyond that is your choice.
