Virus: Programs can't be opened!!

Does anyone know of a virus where the programs on the computer can't be opened?

It's like whenever I click on an .exe file, a DOS window pops up and closes really fast. The title bar at the top shows that it's trying to open some ink file and my programs can't recognize file types eg. zip and rar files are not recognized.

Does anyone know how to solve this? I would really appreciate your help.

Did you run any scans?
