Virtual PC will not boot

Yes I have installed Virtual PC 2004, and picked Windows 2003 has my Virtual PC. But when starting my virtual machine, I see the BIOS screen as it boots up but then it says "reboot and select the proper boot device."
Not really sure what I am missing to make it boot up. I have tried creating another virtual hard drive but that didn't do anything either.

any ideas to get it started?

Sounds pricey.

With that investment in 2003, why not just run 2003?

Ask others in the class how they got it going.

Here that's a thousand bucks between the license and all that. So we just run it natively.

I downloaded Virtual PC 2004 which was free from the Microsoft site.
