In my town we have OTA HDTV channel 8.1 but I see you are asking about Windows 8.1.

Can you share a link that's dead? Also, I think we have to use a browser, install Flash and allow such to play.

You may be thinking that a new PC is ready to use. Sadly, it never has been.
