The usual ways are:
1. Use a faster Internet-connection. What speed is yours?
2. Stream a lower resolution version

I had a client with one of those terrible 2GB RAM 32GB storage Windows laptops. This is not a good PC experience with its small RAM, disk space and barely able CPU. That machine rarely could play a video even from a file on USB sticks.

Kees noted the usual fixes and I'll add one more. Try using your choice of DNS. Read https://www.howtogeek.com/342330/how-to-choose-the-best-and-fastest-alternative-dns-server/

This is a free to do thing and might help a little. There may be other ways but this post contained little about the PC and Internet connection.
