Video/Mouse cursor dragging

I have had a problem since i have installed a new video card a Nvidia Geforce4 MX with AGP8X. Evertime i startup just before connecting to the internet and loading up my NAV and Firewall etc, is slows down slightly and when i move my mouse cursor it slowly drags across the screen for abpout 30 secs and then it seems to be fine after that. Until i watch a DVD or look at a movie in Windows Media Player i get the 30 secs drag again. I have run NAV/PC Chillin and done a spyware check and i have found no Virus or any other malicious goings on. Any ideas what might be causing this?

BTW, i'm running Win98se with a 1.3 Ghz processor with 384MB Ram. If this helps

How did you do a spyware check?

For instance a neighbor fell, hook, line and sinker for a recent stopsign TV ad. Guess what? It's spyware claiming to remove spyware!

I use a suite of tools such as Spybot, Adaware, stinger, and housecall to find the pests. Some want one tool to do it all.

I have spyblaster installed and have done a Adware, hijack this test. And nothing has fixed this.

Hijack is not a test. It's a tool that you post a log to the right forum (not here). Hope you've done this.
