video input adapter...transfer VHS to DVD, which is best?

I am looking to transfer VHs to DVD on my computer. However, information comparisons on the different options are severely lacking. Which is best-
pinnacle, canopus, dazzle, ati, Hauppauge? Who knows?

I want to be able to transfer from VCR to my computer and need to fix (as much as possible) poor quality recording. Can you send me to a site that will explain it better or offer helpful info? Everyone I spoke to says Pinnacle, but all reviews of people who used it 90% would throw it out for something different.
Am I better off just getting a DVR?

buying new Dell

I am looking to purchase a new Dell pent 4(2.8GHz,533fsb), 80GB Ultra ATA/100 7200rpm hard drive, 512 MB RAM, while already owning a Digital research 16x dual format double layer DVD+-RW/+-R.

so the video input adaptor will have fresh legs to stand on.
