Video conversion to mpeg1 on DVD

Is there software available that will convert video tapes to a DVD in mpeg1 format?

We all knows that dvd is associated with mpeg2 but if the question is there a program that take an mpeg1 formated video and turn it into a dvd then the answer is yes. Ulead moviefactory can do that; there may also be other. But I don't do that because the quality would be crummy.

While I've used Ulead and a TV PCI Capture card to do this, that's a lot of work. DVD recorders are cheap now and can do this with ease.
