Video card Question`

Someone is offering me a cheap Radeon 7000. My question is, is it better than a Geforce2 MX400?

Off the cuff, I'll write I would not bother with anything less than the 9200 ATI series. The 7000 was made in what year?

The Radeon better be real cheap though it has some life left. The GeForce are more in-tune to what alot of video desires due to Nvida side of the fence. The MX400 is starting to get old itself but is pretty much a basic offering and is a good start.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
