Video Card problem

Hello everyone
The problems I have are that I've just bought a Gigabyte Radeon HD 5450 512MB DDR3 (active cooling) video card for my HP a6330a PC. Have installed card and and told bios to use PCI-e as default display. However all I get is a blank screen with a no signal message. When changing to on board graphics everything works fine. The other thing that happens is that when the card is in place (but not being used) when I click the start button and select shutdown, the monitor shuts down but the PC is still working (fans spinning etc). Removing the card solves the problem. I read somewhere that because this card is PCI-e 2.1 I may need to update the bios to get it to work, however I can't find a bios update later than I already have. I know the power supply is OK as this same system ran a Radeon 4650 before I got it which has a much higher power usage than the 5450.
Motherboard is an Elite Group 945GCT-HM (KE640AA-ABG) with bios version 5.25 (04/07/0Cool. Any help would be appreciated.

E2180 CPU, 2Gb DDR2 RAM, Windows 7
