video capture device suggestions needed

I'm trying to find the best solution to capture video from my DVR (RCA connection only) to my computer and then be able to play videos from my pc on my television (RCA connection only). I will replace anything on my computer now to accomplish this now except for my cpu/motherboard, that will be later. Cards need to fit a PCI (not express), or AGP slot.
Ideally I would like to be able to import an RCA video signal and export two VGA (or DVI) monitor signals and an RCA signal to my TV or DVR. I don't have a use for any other type of connection right now.
I am not too worried about software yet since my only concern now is storage and simple video editing.

You left out one crucial detail. Some have nice digital transport methods which are preferred over harder analog connections.

For now I can only use RCA composite analog. My DVR won't output the other digital signals, although the ports are there, they are not wired in the DVR units in my area unless I get one for HD which is pointless since I don't have a HDTV. The signal quality is not an issue at this time since I will be running the video feed back into a regular TV.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
