Video AutoRun (Plug and Play?) Glitch in XP

When connecting a video device (XP SP3) I get some hard drive busy-ness as if the recognition/AutoRun? process is starting, but partway through everything freezes -- the process does not complete and I have to "force off" XP. Other devices plugged in start and work as normal. I have checked for system errors with Advanced Windows Care, but that has not fixed or found the problem. Is there a setting or something I can check to see if things are set correctly for video capture?
