Viceo to RF Modulator then to TV

I am using a Gateway Laptop using XP Professional and want to be able to send video and audio to a TV. I have an RF Modulator, and was wondering if there is any way to do this say with a card of some kind. I have video out and audio out via headphone jack, so was thinking I could perhaps use some sort of adapter from the two line out ports (Headphone and Video).

I don't think this will work, I have tried going from the Computer to the RF Modulator, it won't recognize that computer input and therefore does not show up on the TV. I have a video out female on the computer and then an earphone jack on the side of the computer, that is what I am trying to use to send my presentation to the TV through the RF Modulator. My TV has only a cable input, nothing else so I have to use the RF Modulator in order to commmunicate with it.

I have this system and it does move video to the reciever and then if I need to convert it to Channel 3, the cheap way is a VCR. Use that.

It works. It's a setup I use.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
