vhs to cd

This question may have been answered in the forum already but I cannot find an answer, so I hope you will forgive an old, half blind person. I have two vhs tapes that I would like to put on a cd.Both are family pictures. I live in Sweden and the system here is PAL. These are American made. I have a vcr that shows both systems and a tv that I can connect to a pc. Is it possible to run the tape and at the same time download it to my pc? If so how do I do it.My pc is Lenovo with Vista.The tv is a Samsung. I really do not want to buy things to do two tapes and the shops here only deal with conversions of PAL.

I read your post twice, didn't find the gear listed you need and since you won't be buying anything to do the job the answer is no.

thank you for your response. Perhaps I did not word my request correctly.
I have a vcr that plays the tapes. This I can hook up to my tv and watch the two tapes. I can also hook up my pc to the tv and download programs from the tv. I only wanted to know if it would work the same way to download the vhs tapes to the pc as we watch them on the tv. I have the program already in the pc that writes stored films to a cd.
If it cannot be done that is ok too.

I can't find what is in the PC that is doing the digitizing and creation so I thought that this would never work. But if you say you can record TV shows, why not try it from the tape?
