Hello friends I'm looking for buying. VGA card for my PC.I don't have enough knowledge on them.kindly suggest

64bit
4gb ddr3 ram
21 inches led monitor

Quite a lot of motherboards already have VGA. Does yours have it? Then there's no need to buy one. And, of course, if the motherboard doesn't have it, you already must have a video card or you couldn't see anything on a monitor.
So why do want to buy one?

As noted, the onboard should be fine.

I see you posted about a 2004 video card and it's a safe bet that your onboard video is superior to that old card.

I do have favorites but never one card to rule this all.

For machines that the owner can't change the PSU it's the Nvidia 750 models.
If the machine has enough power but budget is a concern but they want more GPU power, the Nvidia 950 line.

And then we have a procession from 960, 970, 980 but if they are looking at the 980, my advice today is to skip to the 1080.
