Very slow screen scolling

Home built PC, P4 CPU, 2 gig RAM, Invidia GForce 8500GT Video, Viewsonic 20in Monitor.

Since upgrading to new video card, pwr supply, and monitor, I have been having trouble with scrolling web pages. With either the mouse or keyboard, pages scroll very slowly up or down. I asked this question a while ago and I received msgs about adjusting the mouse. I don't think that is it because it also happens when I use the up or down arrows on the keyboard. Since it happened only after I added the new hardware I keep wondering it there is an issue there. This does not happen on all webpages. I was just on a Newegg site and all the pages I visited were like this. The CNET pages react immediately. I have made sure I have all the latest drivers and updates.

Also, as a side note, it seems my 75 gig HDD is 61 gig full and runs a lot of the time. Don't know if there is a relation to the two issues.
