Verizon DSL/Westell/power outtage

Let me preface my question by saying that I live in NJ and we experienced an ice storm 2/14-15, resulting in a 2 day power outtage. Since then my office network has been intermittenly very slow and verizon DSL barely stays connected. Often have to reset dsl modem and router to get internet back. Since the workstations can talk to the server, I assume the server nic card is ok. Server diagnostic (windows server 2003)says nic running properly.

Main concern is dsl. Although we run through router and hub, I disconnected all of that and went dsl line to Westell dsl modem to server nic card. Do not get connection and link light on westell is blank. If I reconnect back up through the router, the link light will come on green. Either way though, there is now no connection to internet. Even if I reset dsl modem and router. Up until today, conectivity was intermittent. Now it seems to be gone. Shouldn't it work fine, direct from dsl modem to nic card, unless dsl modem is bad or dsl line itself bad? But if dsl line was bad, why was I able to make connection on occasion over last week? Any thought? Need help!!
