Using Tasy Transfer Cable

I am having difficulty transferring an old Palm Database to my new windows 10 PC. The old computer is also Windows 10. The transfer cable is from Windows Vista era. Can I download new software and use the same cable fro transfer?

As I maintain old PalmOS apps I found I have to copy the files from PalmOS Desktop's app manually. To Sync I had to use some USB to Serial port. The USB to PalmOS devices are dead now.
