Using fax in Vista

I've searched all over and turning on the fax function should be in Control Panel/turn features on or off. But it's not there. I checked it five times.
I've been sending faxes from my XP machine for years. For some reason it's not working now. It says "there is no answer". But when I call via telephone, I can hear the fax machine and verified with a human there that it's on. I really need to send this fax now. Any clues in XP or Vista?

Is this a machine you acquired with Vista ready to use or (ouch) you installed Vista?

I got this machine new 8 years ago with Vista ready to go...well, as ready as it ever was. Wouldn't install Vista on a machine if I could help it.
