There might be different answers to your question. I'll try three.
1. Reading through http://reviews.cnet.com/5208-6122-0.html?forumID=44&threadID=26733&messageID=300196 I get the impression that Outlook Express treats the hotmail-box as a normal folder, although it's located somewhere at a Microsoft server. And a spamfiler program (in of in front of OE of course doesn't do spamfiltering on files once in folders, but only on file coming in through normal channels into the Inbox. Spamfiltering should occur before the mail enters the hotmail inbox at the Microsoft server.
2. It might be possible to configure OE so that it empties the hotmail box at Microsoft, copying it to your local inbox. I never fully studied any of the 38 articles found by http://support.microsoft.com/search/default.aspx?InCC_hdn=true&QuerySource=gASr_Query&Catalog=LCID%3D1033%26CDID%3DEN-US-KB%26PRODLISTSRC%3DON&Product=oex&Queryc=hotmail&Query=hotmail&KeywordType=ALL&maxResults=50&Titles=false&numDays=&InCC=on
but from 220852 I learn that the connection doesn't use the pop3-protocol, but an http-one. It seems more than likely that common spam filtering products for Outlook Express are based on the pop3-protocol (which must be easier to work with).
3. If you registered some shareware-program you're entitled for support. Use it to ask you question to the guy who really knows, because he wrote the program.

Hi - is it possible to use mail-filtering software such a Mail Washer to filter out mail in Outlook Express with a HOTMAIL account? I've tried many filtering software, but it can't "find" the Hotmail account... Thanks.
