What user name do you want to change? And why do you think it's a browser issue (or you wouldn't have posted in the Browsers forum)? I don't think browsers have a username.

Control panel, User Accounts.

Control panel, User Accounts is not a brower issue. However,

since it is assumed you're using some form of M$ Windows, when you open the Control Panel and double-click on User Accounts, don't you get a popup that reads User Accounts with a title "Pick a task. . .or pick an account to change"? If so, why not click the item pick an account to change and follow the instructions.
