I am confused with the directions in W7 for setting up safe user accounts - I need help!

Because there are issues that are easy to solve with a good admin account you must have a spare admin account. This is beyond the one you use.

Here's where you know a person is in trouble. "I'm the only user." Some folk try to get a machine too tidy and have only one admin account and this is trouble in the making since you can't easily recover from the old "corrupt profile" issue. With a spare admin account, this makes such a problem trivial to fix.

Does this mean that I go to users accounts and create another administrator account with a new password?

Yes. Exactly that.

It could even have the same password. That surely makes it easier to remember it when you need it in 2 years or so.
