user accounts all missing except a limited one

I turned on my computer today and instead of getting the log in screen which listed the different users, it showed only one user account, which is a limited one.

I logged in to this account and when I tried to find the other ones - 2 administrator accounts and 1 other limited one - it didn't have any listed, said I couldn't create any new ones since I wasn't an administrator, couldn't change the current one, couldn't connect to the internet, couldn't do system restore. Basically it said I was locked out. I tried to log in as "Computer Administrator" as well - the original account that the computer had - with no luck.

I know the problem was created by something done by this user yesterday when they tried to change the settings to allow internet access, but they have no idea what they clicked on or changed. Please Help!

What about SAFE MODE

For XP Home that shows the usually hidden admin account.

I start up in safe mode but don't see anything except the one limited account. Where are admin accounts hidden?

Ok, SAFE MODE for advanced users.

Boot to safe mode but when you get to that friendly logon screen tap Control+Alt+Delete twice.

Try the user name as follows.

administrator

The password field is left blank and click ok. If it complains about the password there is hope. The name of this hope is called NTPASSWD. Google that and this -> NTPASSWD WALKTHROUGH and you'll be in the machine very soon.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
