Can't add users. I click on the user accounts, then manage another accounts, a windows need your permision to continue comes up, I click on countinue and nothing happens. I am the admin of the computer.

Try disabling UAC...

Try temporarilly disabling User Account Control (UAC) in Control Panel->User Accounts->User Accounts, restarting your computer, and then trying again. That should remove the prompt to verify your administrative permission and the problem associated with it.
