For example my HP g62 did that. Sadly it was a design/firmware defect and unresolved by HP. Fortunately HP killed that laptop in their repair.

I have this really annoying problem. I start my computer, I work and do all my stuff, and then usb ports start misbehaveing. This might happen at any time, wether at five minutes from start or five hours, while gaming, while downloading torrents, while listening to music, or while doing just nothing
First, my network adapter stops working. It still gets power (led light is on) but windows won't recognize it. When I try to disable and enable it on the device manager, or try to change it's power settings, dev man crashes.
When I have other devices plugged in, such as a usb drive, it will work unless I unplug it and plug it back in, then windows will not recognize it. Windows won't play the connect or disconnetc sound either.
However, my keyboard and my mouse will keep working (thank God)
If chrome is open when this happens, it will also crash. I cannot open it again and I can't kill the process, though this seems to be a separate issue.
Finally, the computer won't shut down properly. I found that restarting is the only temporal solution, but it will take very long time to shut down, more than five minutes, and then it will restart by itself, asking if I want to start in safe mode
I have really no clue what to do. I changed power settings so windows cannot shut down USBs and I updated all my drivers, but still the same.
