USB storage won't work on my desktop PC

I have a Mac Powerbook G4 12" (OSX 10.3.9)
A sony Vaio laptop (XP SP2)
Desktop PC (XP SP2)

External USB/Firewire HD with Maxtor 200GB 6L200PO

My USB drive works fine on both my laptops (powerbook and sony), but with the desktop I get an I/O device error message when I try to access the drive

It also lists the drive as a local drive and not a device with removable storage, as on the laptop. The sony is running XP SP2, as is the desktop - the drive works fine on the laptops. I use USB for the two PC's and

I have tried all the USB ports on the desktop and none works, although they do work with other USB devices.

I wondered if I had a corrupt driver, so I reinstalled XP SP2 but this did not fix the problem.

The motherboard is an Asus A7V8X I have tried updating the bios and all the other drivers from the asus website.

I'm not sure how to identify if this is a hardware or software problem.
