USB power is too low on many ports to drive all USB powered hard drives. This area is confounding to folk that first encounter it. It's why I carry a spare USB Y power cable (too many on amazon for me to write at length about this common cable.)
A few folk explode and try to make it a warranty issue with the drive or laptop maker. Which is not going to fix it. I nod, pull out the cable and demo how it matters.
