USB ports not working

I recently had the case on my computer replaced because the on/off button did not work. My original computer has 2 USB ports at the back. The new case now also has 2 USB ports on the front of the computer. The 2 at the back work but when I plug anything into either of the 2 front USB ports there is an error msg saying there is no recognition of the hardware. My operating system is WIN98SE.
How do I get the 2 front USB ports to work?

1. The case USB port wiring is not USB 2.0 and the signal is degraded too far. The usual case wiring is flimsy wire with no shielding that was OK for USB 1.1, but will cause issues on USB 2.0 ports.

2. The installer didn't wire it correctly. Have them fix it.

The USB ports can plug into a PCI USB card, or onto the motherboard. Do you have a card? And do you have the ports on the motherboard? If so, check for them being wired correctly.

My motherboard has two ports designed onto the board with four extra ports available on the board itself.

The original 2 ports were on the motherboard. The 2 new ones are on a card I think?

W98 does not support USB-2. If the card is USB-2 you need drivers for it. Ask the people who worked on it.

More there, but Windows 98se can indeed do USB 2.0, but at over 6 years old, not many will help you do this.
